Iran: enrichment expansion is a bargaining signal, not a breakout

Enrichment gains headlines; the safeguards posture carries the signal. A state actually racing to a weapon degrades monitoring across its declared sites in a correlated way. Iran's pattern has instead been selective and reversible — the grammar of negotiation, not breakout.

The competing hypothesis is real and we do not dismiss it: capability accumulated 'for leverage' is still capability, and leverage strategies can be overtaken by events. That is why this sits at severe rather than elevated.

We hold confidence deliberately low. The evidence is consistent with two very different intentions, and honest calibration means saying so rather than picking the dramatic reading.
