The tempo of PLA air and naval activity around Taiwan is high but stable. We read the current pattern as a normalized coercion baseline rather than the opening of an escalation. The drivers worth watching are administrative and economic, not kinetic.
Daily incursions into the southwest ADIZ have held near a stable band for three quarters. Read against 2023, the numbers look alarming; read against the last four months, they are flat. Flatness is the signal.
What would change our mind
A shift from sortie count to sortie composition — tankers, AEW&C, and joint-fires packages rather than fighters alone — would indicate rehearsal rather than signaling. We do not see that yet. Coast-guard boardings of commercial traffic would move this faster than any number of fighter sorties, because they change the legal facts, not just the mood.
