Taiwan: median-line crossings normalize a higher floor
Sustained median-line crossings have reset the baseline — what read as escalation in 2023 is now the floor. We step the assessment up a tier: each incursion now begins from a more forward posture, compressing warning time. Intent still reads as pressure, not preparation.
The median line is no longer a line. Crossings that drew statements in 2023 now pass without comment, which is precisely the problem: the floor has moved up, so the same warning indicators start closer to the coast and buy less time.
Competing hypotheses
H1 — normalization for its own sake. Beijing is habituating Taipei and Washington to a forward posture. Best supported.
H2 — rehearsal. Crossings are cover for pattern-of-life mapping ahead of a contingency. Possible, under-supported by composition data.
We weight H1, but the tier rises because H1 and H2 look identical until very late, and the cost of reading H2 as H1 is asymmetric.
